Safety Concerns At Parx Racing: HISA Steps In To Address Turf Issues

The Horseracing Integrity and Safety Authority (HISA) recently issued a statement addressing concerns over the condition of the turf course at Parx Racing. Turf racing at the venue has been suspended since late August following the tragic death of a horse named Causes Trouble during the August 24 Parx Dash Stakes.

This fatality has sparked significant debate regarding the safety of the turf track, with some of the harshest criticism coming from Bob Hutt of the Pennsylvania Thoroughbred Horsemen's Association. Hutt, along with others, has raised questions about whether the track was suitable for racing.

Inspection and Findings

In response to these concerns, HISA officials, along with experts in turf surfaces, visited Parx Casino and Racing on September 2 and 3 for a thorough inspection. This included collecting soil samples and conducting moisture and consistency tests across the course.

Although inspectors noted that all divots had been filled using a growing medium, they identified a critical issue: the turf was significantly lacking in moisture. The moisture problem was linked to an ongoing maintenance issue with the irrigation system, which had not been functioning properly. This moisture deficiency raised alarms about the potential risks it posed to horses’ safety and performance during races.

Meetings and Updates

HISA officials held meetings with key stakeholders, including Parx horsemen and Jeff Matty from the Pennsylvania Thoroughbred Horsemen's Association. During these sessions, they shared updates on the inspection findings and demonstrated the testing procedures used by the Racing Services Testing Laboratory.

A key development occurred on September 4, when the irrigation system was restored to full operation. Additionally, part of the turf course underwent aeration to improve its condition. These actions were seen as positive first steps toward resolving the moisture issue and enhancing the safety of the track for future racing.

Future Plans and Evaluations

Moving forward, the management at Parx Racing has committed to taking further corrective actions over the next two weeks to ensure the turf is ready and safe for racing. The goal is to resume turf racing between September 16 and September 21, culminating in Pennsylvania Derby Day.

Before the track reopens, a representative from HISA's Track Surface Advisory Group will return to conduct another evaluation. HISA has also announced plans to continue working with Parx management to devise a long-term strategy for upgrading and maintaining the turf surface to prevent similar issues in the future.

Bob Hutt's Response

While Bob Hutt has chosen not to comment publicly during the ongoing investigations, his previous criticisms of the turf conditions at Parx have been widely discussed. Notably, Hutt shared a video showing deep divots in the turf following a race, which he argued were indicative of the track's poor condition.

However, Ann McGovern from HISA clarified that Joe Wilson of Parx Racing had explained the video was taken immediately after the race, before repairs could be made. Wilson’s reluctance to engage directly with the media has contributed to the controversy and speculation surrounding the track conditions.

Accreditation Process

The final steps in Parx Racing's accreditation are still pending. However, the track was previously certified by the National Thoroughbred Racing Association in 2018 and underwent inspection by the Racing Surfaces Testing Laboratory as recently as June of this year. Achieving this accreditation is essential for maintaining high safety and quality standards, which will also be critical for the future of turf racing at Parx.
