The condition requires a signed agreement between GSR and the Thoroughbred Owners of California (TOC) on purses by September 23. GSR proposed a 26-day meet from October 19 to December 15, with 26 races per week.

The total estimated purses are $4,244,425, with an average daily purse of $163,247.

TOC’s Position and Concerns

The TOC argued for a purse structure of $4.42 million, averaging $170,000 per day.

They preferred keeping purses slightly higher than the traditional CARF summer schedule but below Golden Gate levels. CARF executive director Larry Swartzlander warned that raising overnights by TOC’s proposed amount would lead to major purse overpayment status.

Golden Gate had previously cut its purses by 25% due to a $3 million overpayment. Swartzlander and Nader agreed that purses will start being reduced after an overpayment reaches $400,000 to avoid exceeding $500,000.

Future Projections and Benchmarks

If benchmarks are met as outlined in the May agreement between TOC and CARF, support into 2025 is assured. CHRB chairman Gregory Ferraro expressed concerns about the viability of Northern California racing if benchmarks are not met.

Approximately a thousand stall applications have been received, and more than $2.5 million has been invested in facility improvements. There is hesitation about allotting dates to GSR until fall meet results are analyzed.

Vice chairman Oscar Gonzales suggested approving race day allocation for planning purposes without immediate licensing.

Southern Tracks Dispute Over Dark Week

Los Alamitos proposed acquiring part of the dark week through December 21 for simulcasting revenue benefits. Santa Anita Park opposed this proposal due to negative impacts during the Christmas holidays.

A new idea proposed by board member Thomas Hudnut suggested proportional allocation of dark days’ money among Southern California tracks based on their relative handles at year-end. The board decision on dark weeks allocation has been postponed.
